This API is available for authenticated users, OAuth App, and GitHub Apps. Access tokens require repo scope for private repositories and public_repo scope for public repositories. GitHub Appsは、リポジトリに対するadministration権限もしくはOrganizationに対するorganization_self_hosted_runners権限を持っていなければなりません。 認証されたユーザがこのAPIを使うためには、リポジトリもしくはOrganizationに対する管理アクセス、あるいはEnterpriseに対するmanage_runners:enterpriseスコープを持っていなければなりません。
