Organization 内でリポジトリの作成を制限する
Organization のデータを保護するために、Organization 内でリポジトリを作成するための権限を設定できます。
You can restrict repository creation permissions and the ability to transfer repositories into the organization to organization owners only or allow members to create public and private repositories.
GitHub Enterprise の右上で、プロフィール画像をクリックし、続いて [Your profile（あなたのプロフィール）] をクリックします。

プロフィールページの左側で、[Organizations] の下にある Organization のアイコンをクリックしてください。

Organization 名の下で、 [Settings] をクリックします。

左サイドバーで [Member privileges（メンバーの権限）] をクリックします。

[Repository creation] の下で、[Allow members to create repositories for this organization] の選択を解除します。

Saveをクリックします。
